Affidavit in Lieu of Certificate of Legal Capacity to Contract Marriage for American Citizens

The first thing the petitioner, if a US citizen and wants to get married in the Philippines, is to get this document first and should be in hand before applying to get a marriage license.
The petitioner has to get this at the Manila US Embassy if he wants to get married in the Philippines. Requirements are at the Manila US Embassy website. The petitioner and his/her fiance' can both go to the embassy but only the petitioner will be allowed to go to a room where he/she will be having a face to face interview with the consul officer. If petitioner is divorced/widowed, proper documents should be presented after which he/she will be filling up a form, properly signs it and pays the fee.
